I have the honour to submit the following Report:

I have to acknowledge the receipt of a letter from Mr. J. E. Manning, the Superintendent of the Melting Department, remonstrating against the decision that he must make good the loss of certain bullion.

The Governor concurs in the decision, but he desires me to request that you will be good enough to favour him with their opinion on the points raised by Mr. Manning relative to the personal liability of public accountants or custodiers of bullion for the value which they receive.

I am to state that a copy of Mr. Manning's letter containing the particulars relative to the case of Mr. Ryce, late of the Melting Department, dated the 16th of May, with which I have been charged, may be sent to His Excellency the Governor, for transmission to His Grace the Right Honourable the Secretary of State for the Colonial Department, in compliance with the instructions issued by this Office in 1867.
